Remit

A dedicated GMS Programme has been in place within NSS/Practitioner Services since November 2003 to ensure that the new arrangements, specifically those concerned with payments and registration were put in place to meet the requirements of the new contract. The overall GMS Programme has within it 14 specific projects covering key aspects of the new contract. These include:

  • Community Health Index - changes to the index of all patients registered with practices in Scotland
  • Payments System - short-term arrangements have been put in place to meet immediate requirements while a detailed business case is put together for a final system
  • Enhanced Services - gathering information from Health Boards on the contracted services and payment requirements
  • Quality and Outcomes Framework - the initial quality aspiration payments have been made in accordance with HB requirements. Work is ongoing with colleagues in England to ensure a consistent approach to, and system for, extracting the required Quality and Outcome data from GP systems at the end of the first year
  • Payment Verification - detailed work is being undertaken to produce updated arrangements to meet probity and audit requirements
Other key aspects include practice profiles, financial reporting, and training. All of the Programme is underpinned by contingency planning.
