National GMS Reference Group (archive)
The National Reference Group was established to provide leadership and strategic direction to the implementation of the new General Medical Services contract in Scotland. This group works inclusively and in partnership is populated from across NHS Scotland (GMS leads and project managers, Nursing, Pharmacy, AHPs, Public, SGPC, SEHD, Partnership, Acute, Medical Directors, RCN, Chief Execs etc). The group has clear value in leadership, delivering priorities, information sharing, partnership working.

- Pay Modernisation Health Board Plans now available

- HDL (2005) 51 set out the requirements for the NHS Boards in Scotland to undertake Pay Modernisation Plans to demonstrate how they are using the new contracts (Consultant Contract, GMS and Agenda for Change) to support corporate priorities and deliver targets.

CMO(2005)7 published on 16 August 2005 provides information on the arrangements for the 2005-06 influenza immunisation programme.
A follow-up letter entitled the Addition of Carers to the Influenza Immunisation Programme for 2005-06 was issued by the Executive regarding the requirement for NHS Boards to negotiate a Local Enhanced Service (LES), noting that some carers will already be covered under existing DES arrangements.

PCA(M)(2005)10 introduces the code of practice on Confidentiality and Disclosure of Information effective from 1 September 2005 along with Directions to Health Boards.
The Code of Practice sets out guidance on the confidentiality of information held by contractors who provide General Medical Services (GMS), Section 17c Agreements and Health Board Primary Medical Services (HBPMS).

- Revised Statement of Financial Entitlements for 2005 Onwards

- PCA2005(M)09 introduces and attaches a revised Statement of Financial Entitlements (SFE) for 2005. This has been agreed with the Scottish General Practitioners Committee and will replace the SFE for the financial year 2004/05.

- PCA(M)(2005)7 sets out the amendments to nGMS, PMS Performers Lists and Section 17C contracts that come into effect on 1 July 2005. The effect of the Contract amendment regulations is set out in Annex 1, that of the Performers Lists amendment regulations is at Annex 2 and that of the Section 17C Agreements amendment regulations is at Annex 3.

- QOF Data for 2004 - 2005

- While recognising that practices already provide a quality service the Quality and Outcomes Framework (QOF), incorporated within the nGMS contract is a framework that seeks to renumerate practices on the basis of the quality of care delivered. The framework, which is evidence based, is available to all practices.
Information on performance during 2004/05 was published by ISD Scotland in May 2005 and is available on the QOF section of the ISD website.

- CPD Online Course for Practice Nurses

- Responding to the educational needs of practice nurses within GGNHS PCD, a 4*2hr CPD programme has been established to provide a learning opportunity that is grounded in practice, underpinned by evidence, is interactive and problem based. The application of learning outcomes will directly enhance patient care and contribute to the clinical governance agenda of practices. By updating knowledge and skills practice nurses will remain at the forefront of high quality professional development and the optimal provision of services for patients.
The sessions will address current issues and dilemas that are seen on a daily basis by this profesional group thereby supporting and valuing lifelong learning, while responding to patient needs.

- The Scottish Executive have published an update to the letter of 7 May 2004 which focused on the delivery of IM&T improvements associated with the new contract and the wider NHS Scotland functionality agenda. The new letter provides a further update on the initiatives and activities referred to in that letter in the light of experience gained in the first year of working under the new contract, and revised advice where practices wish to exercise choice of IT system provider.
The information provided is relevant to all Primary Medical Services providers whether GMS contractors or s.17c providers.

- Framework for Nursing in General Practice

- The Framework for Nursing in General Practice was launched by Mr Malcolm Chisholm, former Minister for Health and Community Care, in September 2004.
In order to support discussion on how to take the Framework forward it is proposed to hold workshops in NHS Board areas over the next couple of months. Please see the details of proposed workshops organised to date, together with an outline of the aims of the workshops.
- Amendment to SFE

- Circular PCA(M)(2005)1, Payment of fees to doctors under section 47 of part 5 of the Adults with Incapacity (Scotland) Act 2000 addition to the Statement of Financial Entitlements has now been issued. The Circular Provides details of an amendment to the SFE which will allow GPs to claim payment for signing certificates under Section 47 of Part 5 of the Adults with Incapacity (Scotland) Act 2000 to authorise independent health professionals to give treatment under the NHS.
