About
The terms and conditions of service under Agenda for Change apply to all NHS staff with the exception of Doctors and Dentists and some Senor Managers and full details of these are detailed in the new Terms and Conditions of Service Handbook. These not only apply to these staff within NHSScotland, but also to staff in England, Wales and Northern Ireland.
While these terms and conditions are common to the four countries, the Scottish Pay Reference and Implementation Group (SPRIG) recognise that there are issues specific to NHSScotland that will require clarification to ensure that they are implemented equitably and consistently across Scotland. In addition, there will be some terms and conditions of service that are applied currently within NHSScotland that are not covered by the main Handbook, eg Scottish Distant Island Allowance.
In order to achieve the required consistency around implementation and to ensure that we identify all the issues that are specific to NHSScotland, SPRIG agreed to set up a Terms and Conditions Guidance Group. This Group works in partnership and has a remit to identify areas requiring clarification and make recommendations to SPRIG on solutions. SPRIG will review any recommendations made and either agree these for implementation or refer these to the Terms and Conditions Sub-Group of the Human Resources Forum for discussion and ratification where required.
The Guidance Group meets every two weeks and outcomes from these meetings are shared with Agenda for Change Terms and Conditions Leads across NHSScotland to ensure that they are kept fully aware of developments and implementation issues as they arise.
In addition, we have monthly networking events when Terms and Conditions of Service leads from across NHSScotland get together to share experiences and learn from each other. This provides an additional forum to raise and address issues that arising currently and will continue to arise as implementation progresses over the next few months.
