Computer Aided Job Evaluation System (CAJE)
NorthgateArinso Reward Solutions have been awarded the contract to provide a Computer Aided Job Evaluation (CAJE) system for roll out of the new NHS Job Evaluation Scheme. The proposed system is accessed via the NHSnet or Internet through a PC running an Internet Explorer browser. There is no installation of software in the service or processing within the service. The system has been tested in the Project sites in Scotland and the Early Implementer sites in England. All sites have confirmed that the system works and is of a high quality.
The Computer Assisted JE scheme will:
- Increase the efficiency and speed of job evaluations and significantly reduce JE & Matching panelist time and costs
- Increase the accuracy of job evaluations by providing immediate support, information and guidance
- Reduce paper resources
- Allow for monitoring of Job Evaluation and Matching outcomes to facilitate a consistent approach and use of the new JE scheme across all organisations in the NHS and thereby reduce the risks of Equal Value claims.
- Raise the capability of those who have to implement the Job Evaluation and Matching procedures
- Provides national data and thereby facilitates the monitoring of use and distribution of the new pay bands.
- Support pay and service modernisation given the readily available manpower data.
The finalised CAJE system will provide an on line job evaluation to approximately 600 sites within the National Health Service including 20 sites in Scotland.

Implementation
A small UK project implementation team was formed to progress implementation of CAJE. The live service commenced on the 5th of January 2005. Each NHS Health Board has access to a Site Administrator. Site Administrators have been trained and accredited by Northgate Arinso.

Training
There will be a range of training programmes to support implementation. This will include:
- Training for Site Administrators by Northgate Arinso in each of the 4 countries on all aspects of the software as indicated above.
- The training by Northgate Arinso of Trainers for each UK country who will in turn, train users on how to use the software to support local panels for both matching and evaluation.
- The training of the JE scheme monitors by Northgate Arinso, one for each country and 1 for JEWP. This will enable each country to produce monitoring reports on evaluation outcomes.

Monitoring
The Northgate Arinso software provides a facility for monitoring job evaluation and matching outcomes including the rationales used by a panel to arrive at a decision for a particular pay band. Monitoring reports will then be available and it will be feasible to assess outcome trends and inappropriate banding decisions. The monitoring process will be undertaken by a partnership sub group of SPRIG who will monitor compliance with the scheme in Scotland. In addition to the monitors for each country, JEWP will also have a monitor to enable the Executive and Staff Council to monitor the maintenance of the JE schemes standards.
