About Pay Modernisation in NHS Scotland
Pay Modernisation is the team used in NHS Scotland in fully implementing the new Consultant Contract, the new General Medical Services (nGMS) contract and Agenda for Change. These contracts represent a significant overhaul of the previous arrangements, and are designed to reward, motivate and free up staff to deliver redesigned , improved services to patients. Implementation of the contracts is linked to the Scottish Executive Health Department (SEHD)s policy objectives and key NHS priorities such as waiting time targets.
Agenda for Change (AfC)
The Agenda for Change is the system of pay put in place in 2004 for most NHS-employed staff. It is simpler and more flexible than the old system, and is directly linked to work rather than job titles.

Consultant Contract
The consultant contract aims to properly reward consultants so that more NHS patients benefit from their time and skills. It also sets out to ensure investment brings with it new ways of delivering patient care.

New General Medical Services (nGMS) Contract
The new GMS contract was introduced on 1 April 2004 and is in the process of full implementation across NHS Scotland. The contract includes a new Quality and Outcomes Framework (QOF) which rewards practices for the quality of care they provide to patients, supports the development of services in local GP practices and changes in Out of Hours responsibilities.

Pay Modernisation Boards
As part of the implementation of Pay Modernisation across NHS Scotland each NHS Board has established a local Pay Modernisation Board. These local Pay Modernisation Boards are responsible for leading the implementation process at a local level and ensuring that pay modernisation supports the achievement of key local NHS targets and service change.
This section provides information on the activities and meetings of the local Pay Modernisation Boards, and supports the sharing of ideas and approaches across the service.
